        4.        Recess Special Meeting of the Board so that the Executive Session may be conducted. (the public we be excluded at this time, but the public may be present at the reopening of the Special Meeting of the Board of Supervisors.)
        5. Reopen the meeting of the Board of Supervisors at the conclusion of the Executive Session.
